Publicly, Moscow has called Trump’s announcement “very serious,” with Kremlin spokesman Dmitry Peskov stating that Russia needs time to “analyze” the U.S. position. But behind the scenes, officials may be relieved—the sanctions could have been far harsher.
Instead of immediate penalties or the 500% tariffs proposed in a bipartisan Senate bill, Putin now has a clear runway to escalate his assault before facing consequences. Given that Russia already operates under some of the world’s toughest sanctions—for election interference, Crimea’s annexation, and other actions—it’s unclear whether even these new threats will deter the Kremlin.
